How about adding an entry "Start GRASS Shell" to the Tcl/Tk menus?
This way, we could do without starting a shell by default from
Init.bat and users can launch as many as they need.
We may assume that someone who intentionally launches a shell
to do some work also has the wits to close it afterwards
(which can be done by simply clicking the little "x" on the
window).
