[GRASS-dev] Updated error management

I had to hang out while our carpets were being cleaned, so I went ahead and
changed all error output from the terminal to TclTk message boxes. I added
some explanatory text where appropriate in some cases too. All such error
output is run through G_msg, so it should be possible to internationalize
it.
