Would it be much trouble to extend v.to.rast to process 3d lines (not contours, but lines where both nodes are at different elevation)? I noticed that eg. v.to.points -i run on a 3d line outputs 3d points, each having unique height. Any chances this could imply that v.to.rast could support 3d lines too?
