$(XTRA_LDFLAGS) definitely should go after $(ARCH_OBJS) and
$(SURFLIB). Otherwise, it won't work if either the Tcl/Tk or OpenGL
libraries are static libraries.

I can't reproduce this. Does the file appear to be valid?
