[GRASS-dev] WinGRASS needs TclTk 8.4

[Gerald Nelson]

In case its useful information, the wish file I copied and renamed is called wish85.exe. It is 36 kb with a modification date of 12/17/07. It is located in c:\Tcl\bin along with some dlls and exe files.
