yes, I know, some Windows-specific errors, I will try to fix it, but
not for 6.3.0.

Entered code is checked against currently loaded EPSG database, I
enabled loading default EPSG database file (on entering the EPSG
wizard page), see
http://trac.osgeo.org/grass/changeset/30775
also backported to releasebranch_6_3 (for 6.3.0).
