Really?  I would assume that without telling it anything, it would  
find the /usr/include copy from the system tcltk.  opengl=aqua doesn't  
set anything for tcltk.  This is what I use for TclTk Aqua (assuming I  
added the library symlinks in /usr/local/lib, as described in the  
GRASS source macosx/readme):

--with-opengl=aqua --with-tcltk-includes="/Library/Frameworks/ 
Tcl.framework/Headers /Library/Frameworks/Tk.framework/Headers / 
Library/Frameworks/Tk.framework/PrivateHeaders" --with-tcltk-libs=/usr/ 
local/lib
