 * imagine a global data set (world borders in EPSG 4326) that is to be
 reprojected into a samller zone (UTM N13 location).
 * doing this without the region flag caused the following error:
 - v.proj: split_q.c:69: RTreeClassify: Assertion `!p->taken[i]' failed.
     * take -r flag of v.in.ogr as example
