 r39568 addresses some of the interface issues raised above. Parameters
 that are not editable are greyed out. A "0" no transforms selection added
 to datum transforms list. Datum description in 3rd place so that it has
 more room in the list presented to the user. EPSG searching is simplified
 to work like other searches: searching searches all fields automatically;
 entering nothing and pressing return brings back the entire list.

 Since all this is working reasonably well and the remaining issues are
 interface ones rather than creating bad locations, I will backport this to
 trunk and try to merge it into release branch.

 I'll leave this open because there are still a few interface questions and
 there is the datum problem in #784.
