 Is it using the location of a previous version? The installer checks for a
 registry key:
 {{{
         ReadRegStr $INSTALL_PATH HKLM "Software\${GRASS_BASE}"
 "InstallPath"
 }}}

 Also, is `%ProgramFiles%` set correctly?
