 for 6.4.0 I suggest to just copy the two problematic wrapper scripts +.bat
 (if applicable) into $GISBASE/scripts/ as part of the wingrass packaging
 scripts, just to make it work*. we can worry about fixing the underlying
 cause later on and ship a cleaner solution with 6.4.1**.

 [*] assuming doing that does work ... probably needs to patch the menu xml
 as well.

 [**] why did the 6.4.1 milestone go away? there were several bugs targeted
 for it.
