Comment:

 I was able to get through the whole location wizard, using EPSG codes.
 Though I had an existing GRASS database to create it in.  My locale is set
 in the Terminal window preferences (Preferences-Settings-Advanced) as
 UTF-8 (the Terminal also sets LANG automatically, en_US.UTF-8 for me).

 What do you get in a Terminal for:

 echo "$LANG"
 }}}
