 I'm getting a failure when trying to run v.in.gshhs on the new version
 2.2.0 data set.  I downloaded the files from
 http://www.soest.hawaii.edu/pwessel/gshhs/.

 Using lat/lon bounds N=90.000000 S=-90.000000 E=180.000000 W=-180.000000
 ERROR: Trying to import version 3, only GSHHS versions 4 to 8 (2.0) are
 supported.

 The README file with the data mentions that greenwich flag in the header
 was expanded from 1 bit to 2.  Maybe that is offsetting which value is
 getting read for the version info.
