 Also tried it on the command line

 db.in.ogr dsn='D:\Data\ProjData\GRASS_db\dmp_lg.csv' output=test[[BR]]

 OR[[BR]]

 db.in.ogr dsn="D:\Data\ProjData\GRASS_db\dmp_lg.csv" output=test

 and both failed with same error.
