no, it will create new unprojected location. Current behaviour of -c flag:
* if location doesn't exists it will created new location
** if no extra parameter is added (geofile or EPSG:code) unprojected
location is created
* if location exists, it will create new mapset
I think it's quite clear behaviour and we don't need any extra flag.
