[GRASS-dev] new bivariate scatterplot tool

I just committed the new bivariate scatterplot tool to go along with the profile and new histogramming tool. The scatterplot tool can plot multiple pairs of raster maps to all the comparison of band relationships for satellite imagery, or other raster comparisons. An example of the output can be seen at :

This plots band 1 vs band 2 (blue) and band 3 vs band 4 (red) of a Landsat image for the Phoenix metro area.
