 Building GRASS 6.4.2. When running `make install` GRASS __always__ tries
 to place a symlink in `/Library/Documentation/Help` which is owned by
 root.

 This completely hoses non-privileged local installs.

 Suggestion:

   - Remove lines 307 and 308 from the top level Makefile---or at least
 make this action conditional on a configuration option.
