[GRASS-dev] wingrass compilation simplifed

Hi,

recently I have updated `msys` package in osgeo4w framework (including
fix for 64bit OS) and introduced new package `msys-dev` [1] which
contains all tools needed for GRASS compilation on Windows. See [2].

PS for Helmut: I would suggest to start with clean OSGeo4W when
building winGRASS packages. Yeap, unfortunately again. Anyway I hope
that the new `msys-dev` package makes our winGRASS packaging more
simple.
