PATCH PROPOSAL FOR THE NEXT UPDATE (3.0.2)

invert the default behavior for the compile-time flag:
OMIT_GEOMETRY_CALLBACKS=yes
so to automatically disable this extension in any standard build. 

in osgeo4w it's sqlite 3.0.1
