 It's not a question of whether to install to GRASS or a user folder.  I
 understand that part.

 I don't ship any developer tools.  By default, R downloads from a pre-
 compiled binary repository, no Xcode needed, even for installation.  If
 you want to compile extensions, ''then'' you need Xcode.

 I did notice that g.extension still needs developer tools for script
 extensions, because it uses make to do the install part.
