[GRASS-dev] Planning GRASS GIS 7.0.0RC2

+1 to go ahead, devs will see the difference on their next built. They can
react if needed we decide to change before final.

I am happy about the new splash and the new stylish banner.

PS: I just updated ISIS-GRASS banner too.
