We checked here on an Ubuntu 14.4 and it is also empty while Fedora
20/XFCE reports

echo $SESSION_MANAGER
local/unix:@/tmp/.ICE-unix/1934,unix/unix:/tmp/.ICE-unix/1934

What if you set
export SESSION_MANAGER=1
?
