as Markus mentioned location and mapset by themselves don't work - users have no idea what it means or think that location is name of the place
which they want to study, that is why the additional text was added there. 
It helped a little but it is my observation from the workshop and classes that people get lost when defining their GIS data directory - they tend to put there 
the path to the location and then there is nothing to chose for location and mapset and they are done with GRASS.
And this happens even after you explain what GIS data directory means. 
I don't have a good solution - it is a long standing issue, but going back to just location and mapset won't help,
