Coming back to this after a while. I think this is exactly the question: 
should we wait until everything is backported, or should we fix a date 
and if some things are not backported, they will have to be in the next 
point release ?

In the proposed release procedure backports should be done before the 
hard freeze and the first RC...

Just to be sure: I'm not criticizing the way the release is handled, 
just using this current release to illustrate the ideas of the proposed 
release procedure. And some of the experiences of the current release 
could maybe feed back into amendments of that proposal.
