[GRASS-dev] 'utf8' codec can't decode byte 0xf6 in position 8: invalid start byte

'utf8' codec can't decode error still there.

also tested with

Erstellungsdatum: 2015-01-20  

in the same OSGeo4W-stack, no problem there.
