the issue seems to be here:

OSGEO4W_ROOT_MSYS="@OSGEO4W_ROOT_MSYS@"

if I change this line in 

C:\OSGeo4W_use\bin\grass71svn

to 

OSGEO4W_ROOT_MSYS="$OSGEO4W_ROOT"

at least it: Starting GRASS GIS...

although the GUI crashes.

I'll open a ticket.
