 tested here locally by copying

 }}}

 to

 C:\OSGeo4W64\apps\grass\grass-7.0.3RC1\etc
 }}}

 and by adding

 set FONTCONFIG_FILE=%GISBASE%\etc\fonts.conf
 }}}

 in the winGRASS windows console.
