[GRASS-dev] Planning of GRASS GIS 8

Hi devs,

I believe that it is rather consensus that we currently phase out
7.0.x, publish a (last?) 7.2.x and concentrate on an initial 7.4.0
later this year.

IMHO enough time has passed with GRASS GIS 7.x around us and we should
go ahead and start to plan GRASS GIS 8. Some draft page is here:
