Yes, you could maybe just move the whole sentence "It is the oldest and 
largest free and open source GIS, but is still at the bleeding edge of 
innovation in GIS technology." into the paragraph entitled "A long term 
endeavour".

Also, I think paragraphs should be justified to a constant width.
