[GRASS-dev] Enabling new core developers

Hi PSC,

while this is of course also quite a grass-dev topic, I thought to
bring it up here:
we are a bit lagging behind with accepting new core developers. Since
folks are shy :-) we should invite them.

Please let's avoid a public discussion here about names but we should
reflect about how to identify (perhaps "grow") new core developers.
