 I believe I have tracked down the bad one. There is a (one) macOS system
 file encoded with Mac Roman (mac_roman):

 /Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/MacOSX10.14.sdk\
 /System/Library/Frameworks/ApplicationServices.framework/Frameworks/HIServices.framework/Headers/InternetConfig.h

 being parsed.
 Remains to be seen how this can be fixed...
