[GRASS-dev] [release planning] GRASS GIS 7.8.6

I have no further objections to proceed with 7.8.6 RC1.

With the recent PR merges and backports I assume that the addon
installation problem has be addressed (thanks to all involved!).

May we go towards 7.8.6 RC1 at this point?
