[GRASS-dev] [EXTERNAL] [release planning] GRASS GIS 8.3.1

Hi devs,

I have now started the "final" release procedure.
Unfortunately it takes several hours, due to the endless waiting for
the GitHub actions to complete.

Please don't push to the 8.3 release branch at time till the release
is complete.
