it would be strange that this core dependency wouldn't be installed by `apt
build-dep grass`. I checked:

martin at katovice:~/src/grass$ apt policy libc6-dev
libc6-dev:
  Installed: 2.37-13
  Candidate: 2.37-13
  Version table:
 *** 2.37-13 500
        500 http://deb.debian.org/debian testing/main amd64 Packages
        100 /var/lib/dpkg/status
