[GRASS-PSC] RFC documents updated in CVS (Legal document)

Hi again,

I have moved the proposal 3 of the "Legal" document to GRASS CVS:
rfc/RFC2_PSC.dox

Like this we can finalize it (please let's do that quickly to get our new
proposed developers activated).

In the rfc/ directory I have also added a list of motions (currently empty).
*All* PSC members may modify these documents until they were accepted.

Finally, to build the RFC docs in a readable HTML format, simply run:
cd rfc/
make

Then use a HTML browser to open ./html/index.html.
