Scott,

I would see this as the task of the chairperson.  They should feel free to
keep a topic open if discussion is still going on, or close it if there is
nothing but support over a couple days.

When I issue MapServer or GDAL RFCs I often circulate them for discussion
first, and then call for a vote after incorporating helpful feedback.
