[GRASS-PSC] RFC 1+2 cosmetics

Hi again,

I have modified RFC1_PSC.dox and RFC2_PSC.dox in SVN to
update URLs (due to OSGeo migration) and my email address
(due to new job):

Additionally, I have added the date of adoption to
have that also in the RFC itself (copied from psc_motions.dox).

I hope that this is ok for you (without formal voting
since there is not so much to vote on in this case).
