[GRASS-PSC] Vice PSC chair selection

Hi all,

I'm still mostly-off-the-grid here for a while yet, but popping my head in
for a moment,

I would support Helena for the role, since along with Markus she has
the longest view and track record in the project and (deserved) wide
respect both in and out of our community.
