[GRASS-PSC] request access to the core svn

Dear PSC,

I would like to nominate Stepan Turek to have write access also to the
core SVN (he has already write access to add-ons). Stepan has been
working under my supervision on various projects related to the GRASS
development. He is author of the new generation of `r.in.wms` in GRASS
7 [1], within Google Summer of Code he developed wxGUI vector network
analysis tool [2]. Recently he added WMS support to wxGUI [3],
currently working on wxGUI scatterplot tool. He is planning to
continue in his work for GRASS, to maintain the tools he developed. I
think it's reasonable to provided write access to the main SVN for
him.
