There is

http://trac.osgeo.org/grass/browser/sandbox

you might have access to it if you have access to grass-addons I guess.
However, there is no special advantage in using it besides the fact that if
you move the thing to addons you preserve all the history (which might or
might not be desirable for thing in sandbox). I just use GitHub for it but
for testing framework I used sandbox. The disadvantage of 3rd party service
is that you have the responsibility to move it to grass-addons in the right
time.
