[GRASS-PSC] [motion] Bonn Community Sprint funding

I'm really pleased we can cover the travel costs. Please, just confirm that
I understand well that except the travel expenses, there is no other cost
for the sprint which needs to be covered (it was budgeted - would be payed
from the 2017 surplus). Regarding the budget in general, all, please note
that re-budgeting or additional funding will be required for additional
code sprints (as the Bonn travel is most of the money we asked from OSGeo
for the code sprints (== travel in our case)).
