I suggest to drop it now that transition to 64bit only is clear.
citing Jürgen's mail

maybe also a good time to switch to pdal powered modules in GRASS and drop
the liblas powered modules.
now to more challenging issues with a switch in short/mid/long term to the
new built OSGeo4W 64bit environment:

are we already python 3.9 ready?

just have a look at
http://download.osgeo.org/osgeo4w/testing/x86_64/release/proj/proj-data/
proj-data-1.4-1.tar.bz2 558M <= !!!
in PROJ7, there is a complete change how PROJ related/needed data is
handled:
(1) dynamically via https://cdn.proj.org/
(3) via a revamped proj-data with file size of more than 500 MB
* will GRASS be ready to handle it dynamically via CDN?
* including more than 500MB data into our standalone installer will explode
our used NSIS system, it won't work; maybe we have to switch also to a MSI
based system or another system
all in all, quite a lot of work will be needed to provide standalone/OSGeo4W
winGRASS.

best regards
