[GRASS-PSC] [GRASS GIS PSC Elections 2020] Policy for deciding eventual draw?

[Chief Return Officer (CRO) - GRASS GIS election 2020]

PSC,

This is probably not a question that the CRO has to resolve, but I ask 
anyway. I am now realizing that there is a non-negligible probability 
that two or more individuals may receive the same number of votes. This 
is not a problem in general except for those sharing the ninth place. Is 
there any policy in place to decide this eventual case?
