[GRASS-PSC] [Motion] Approve Caitlin's proposal for GRASS mini grant

Dear Caitlin,

I encourage you to publicly share your project and tell others in dev and
user lists what you'll be working on in the next 2 months. Also, as you
have done before during GSoC, invite others in the community to test,
provide feedback and contribute.
