[GRASS-PSC] Proposal: Display GRASS DOI icon on project webpage

Hi Peter,

I have now included the DOI badge as suggested, please have a look at this
PR: https://github.com/OSGeo/grass-website/pull/362

If you are willing to provide the text for a news item about DOI relevance,
I'm happy to format it and create the PR for the website.
