[GRASS-PSC] [Motion] Appoint Vaclav Petras as new treasurer

Vashek has been doing impressive job assisting with grass funding but we need to make sure he has all the support from other PSC members
by keeping things as simple as possible and even taking on some of the tasks (Vashek please ask for help whenever you need it).
We need Vashek for doing technical work and work on the pull requests and other tasks so let us keep the treasurer burden to minimum.
