[GRASS-PSC] [OSGeo-Discuss] OSGeo Budget 2023

Thanks Vero. Keeping focus on the 40th bday sprint and using the existing
grant program makes sense as well as the numbers for the sprint - as far as
I understood what OSGeo asks for, we need to seek sponsorship for it anyway.
