[GRASS-PSC] [Motion] Use GRASS as a project name

Comments from just a longtime user: fully +1 on the motion. I've always
tried to always refer to projects exactly as their PSC prefers (some
prefer lowercase only, some mixed case, etc) and I've found the "GIS"
part of GRASS as a little difficult (when posting with a hashtag, for
example). It makes sense to now just use "GRASS". Thanks for this
change, making life easier to share the GRASS news.
