[GRASS-PSC] [Motion] Adopt new logo and branding

Dear GRASS PSC Members,

As discussed in the 2025-02-14 meeting, our team at NC State University—led
by myself, with Sarah White as lead designer, Corey White as
front-end developer, and Anna providing critical review and feedback—has
been working on a new logo and overall branding update. We have now reached
the next step planned in the meeting: a PR for updating the website. The
new branding is detailed on the Brand page in the PR. Please review the
Brand page screenshot in the PR (or a locally compiled version) and cast
your vote on the new branding in this motion.

Since branding implementation is complex, here’s what this motion is
approving: During the PSC meeting, we agreed on the general direction,
specific colors, and overall look of the logo. This motion is to formally
adopt the new branding as described on the Brand page.

For practical reasons, the PR updates the entire website. However, approval
of the PR itself and specific website design choices are not part of this
motion. The web theme visualized on and linked from the page is only a
possible application of the branding. That said, you can explore the full
website to see how the new branding plays out in practice. You may review
the PR independently or in relation to this motion. Additionally, any
technical issues discovered later with the logo or the branding are also
not subject of the motion such as vector graphics issues with the logo
files, their raster versions, or need for additional green color for
buttons. This is just to say that PSC does not need to review and approve
every vertex in the vector file or foresee all color needs.

Once approved, the NC State team is ready to begin applying the new
branding alongside the transition to the name GRASS.
