[GRASS-PSC] [Motion] Approve GRASS Developer Summit 2025 reimbursements

Dear PSC,

Based on the planning of sponsorship and expense types for GRASS Developer
Summit 2025 [1], I paid for two expenses related to the welcome and goodbye
dinners, and I'm now asking for reimbursement. The itemized list and
receipts are in our PSC Google drive and I shared the files with Vero for
review (since I'm the treasurer).

Motion is to approve the reimbursement for Vaclav Petras for 791.60 USD.

I will start with +0 since I am asking for it.
